So there is no need to install a license server. This is in contrast to a classic network license, where the user must have a connection to a license server in their own network. Handy for people who are on the road with laptops or home workers. The license is managed in the cloud, so it works for any computer with an internet connection. As soon as a user closes Bluebeam, the license is available for another user. The license is no longer counted per computer or user, but per concurrent user. Install Bluebeam anywhere you want and start the software up to the number of users you have the license for. The Open License uses the concurrent user licensing principle.
